The City Council has recently said, "of the agreed-to 13 cities that were surveyed, the City of Monrovia’s offer places Monrovia Police officers in the top five in terms of salaries and compensation packages." What the City of Monrovia does not tell the public is they have decided to "pick & choose" the items listed on their version of the Compensation Survey. The City Council also includes one non-compensation item in their survey that no other city in our survey, or in Southern California that we are aware of. This is the employer's rate for the Public Employee Retirement System, indicating that the members of the M.P.O.A. pay for both the employee & employer portion of their retirement. The City Council has done this for over 20 years. The M.P.O.A. has asked to have this corrected in our negotiations over the past 20 years and the City Council has repeatedly told the M.P.O.A. they are not willing to change the survey items. The City Council would call this being fiscally responsible, others call it dishonest and intentionally deceitful.
Because the City Council has not agreed to recognize this discrepancy the MPD has increasingly had difficulty retaining and attracting new officers. The MPD has finally reached the point to where this issue must be addressed and dealt with.

Why can all of these cities be fiscally responsible and still fairly compensate their police departments while Monrovia can not? Why can all of these cities afford to make PUBLIC SAFETY THiER TOP PRIORITY, while Monrovia can not?
